Life പദ്ധതിയില്‍ ഉള്‍പ്പെടുത്തി ലഭ്യമായ വീടിനായി NH-ല്‍ നിന്നും Access Permit / NOC ലഭ്യമാകുന്നത് സംബന്ധിച്ചതാണ് പ്രസ്തുത വിഷയം. 36.91 ചതുരശ്ര മീറ്റര്‍ മാത്രം വിസ്ത്രുതി വരുന്ന വാസഗൃഹമാണ് എന്നതും, സര്‍ക്കാര്‍ സ്കീമില്‍ ഉള്‍പ്പെടുന്ന കെട്ടിടമാണ് എന്നതും പ്രത്യേകം പരിഗണിക്കേണ്ടതുണ്ട്. അതിനോടൊപ്പം , KMBR ചട്ടം 28 (1), Table 7 പ്രകാരം, Group A1 ഗണത്തില്‍ ഉള്‍പ്പെടുന്ന 36.91 ചതുരശ്ര മീറ്റര്‍ മാത്രം വിസ്തൃതി വരുന്ന വാസഗൃഹത്തിനു Access "No Minimum" എന്നാണു രേഖപ്പെടുത്തിയിരിക്കുന്നത് എന്നതിനാലും, ടി വിഷയത്തില്‍ അനുഭാവ പൂര്‍വ്വം തീരുമാനം നല്‍കാവുന്നതാണ് എന്ന് ശിപാര്‍ശ ചെയ്യുന്നു.
