Brief Description on Grievance: Subject: Unreasonable Delays and Improper Conduct by Overseers in Vayalar Panchayat Dear Sir, I am writing to bring to your urgent attention a series of concerning issues I have encountered while applying for a vertical extension to my existing building in Vayalar Panchayat, Kerala. Project Details: Application for vertical extension under Rule 72 of KPBR 2019 (allowable area: 88 sq meters) Building age: 26 years Chronology of Events: Initial Application: An overseer, Mr. Sebastian, identified irregularities in the area calculation. The Panchayat corrected the issue, and the file was forwarded to the Local Self Government Department (LSGD). Mr. Sebastian returned the file with unnecessary deficiencies. Second Attempt: I consulted a retired Assistant Engineer (AE) and addressed the raised concerns, resubmitting the application. The Panchayat Secretary was satisfied with the corrections and forwarded the file to the AE for scrutiny. The AE was convinced and requested minor modifications to the drawings (staircase details, ventilation details, room numbers, and parking space). Third Attempt and Harassment: After implementing the requested changes, I resubmitted the application. The AE tasked Mr. Sebastian with completing the file, but he refused due to a supposed ward change. A new overseer, Ms. Soubhagya, was assigned. However, both Mr. Sebastian and Ms. Soubhagya visited the site together, raising concerns about their impartiality. Ms. Soubhagya: Ignored previously addressed deficiencies. Listed over 10 new deficiencies without proper inspection. Included irrelevant comments from neighbors without my consent. Falsely claimed my plot was acquired by NHAI, despite a recent location sketch from the village officer. Displayed a consistently rude and dismissive demeanor. Impact and Wider Issue: Due to the unreasonable delays and harassment, I was forced to abandon my project after nine months. Upon inquiry, I learned that Ms. Soubhagya has a history of obstructing development projects in the Panchayat. This behavior by overseers not only discourages development but also potentially hinders revenue generation for the state. Request for Action: Given the financial burden Kerala is facing, it is critical to address such bureaucratic hurdles. I urge you to initiate a discreet investigation into the conduct of overseers within Vayalar Panchayat, particularly Ms. Soubhagya. By identifying and addressing such issues, we can ensure a smoother functioning of government departments and encourage responsible development. Thank you for your time and consideration.
