Brief Description on Grievance:
When we approached Geology Department for the removal of excess soil from the plot, it was suggested that the building permit should be produced in order to issue the pass for the soil removal, hence, a permit application for building construction on plots number 25, 26, 27 and 28 respectively belonging to the said plot has been submitted to Thiruvananthapuram Corporation under application number BA/1003/26256/2023. But as per the order GE5/57555/23 of the Corporation Secretary dated 15.11.2023 from the Sreekaryam Zonal Office which examined the application, it was rejected on the grounds that the building permit will be issued only after the development of all the plots on the land for which the layout approval has been received. As per KMBR-2019 Appendix E4, it is seen that building permit can be issued by allowing partial completion for the property for which development permit has been taken. But as per the latest order issued by the Secretary, the permit will be granted only after the development is completed. In the current situation, soil removal is necessary to complete the development of the plot. Therefore, it is humbly requested to issue a building permit considering the partial completion certificate as per Appendix E4 of the Building Regulations approved by the Government of Kerala.
