പരാതി സമർപ്പിച്ച ശ്രീ. ഔസേഫ് ആന്റണി, നോർത്ത് പറവൂർ മുൻസിപ്പാലിറ്റിയിലെ മുൻസിപ്പൽ എഞ്ചിനിയർ ശ്രീമതി. മിനി എന്നിവർ ഓൺലൈനിൽ ഹാജരായി. ശ്രീ. ഔസേഫ് ആൻ്റണി ചേന്ദമംഗലം ഗ്രാമപഞ്ചായത്തിൽ നിന്നും 12-08-2025 തിയ്യതിയിൽ SCP43588/2025 നമ്പറായി Self Certified Permit എടുത്ത് നിർമ്മാണം പൂർത്തീകരിച്ച 46.75 ച.മീ. വിസ്തീർണ്ണമുള്ള വാണിജ്യ കെട്ടിടത്തിന് കെട്ടിട നമ്പർ അനുവദിച്ചിട്ടില്ലായെന്നാണ് പരാതി. ബന്ധപ്പെട്ട KSmart ഫയൽ പരിശോധിച്ചതിൽ സ്ഥലപരിശോധന നടത്തിയ ഓവർസിയർ 23.10.2025 ൽ താഴെ പറയും പ്രകാരം ന്യൂനതകൾ രേഖപ്പെടുത്തിയിട്ടുള്ളതായി കാണുന്നു. KPBR 2019 ചട്ടം 42 പ്രകാരം Differently abled persons നു ആവശ്യമായ Toilet ൻ്റെ അളവുകൾ പാലിക്കുന്നില്ല. Toilet ൻ്റെ അളവുകൾ രേഖപ്പെടുത്തിയിട്ടില്ല. Ramp, RWH നടത്തിയതായി കാണുന്നില്ല. ചട്ട പ്രകാരം ആവശ്യമായ Ramp നിർമ്മിക്കാമെന്ന് അപേക്ഷകൻ അറിയിച്ചു. അദാലത്ത് സമിതി വിഷയം വിശദമായി പരിശോധിച്ചു. സർക്കാർ KPBR 2019 ൽ 29.10.2025 തിയ്യതിയിൽ വരുത്തിയ ഭേദഗതിയിൽ താഴെ പറയും പ്രകാരം കാണുന്നു. ചട്ടം 34 (2) - For buildings having a floor area of more than 50 sq.metres other than occupancies under group A1, toilet blocks and kitchen blocks, sanitation facilities shall be provided in numbers not less than those stipulated in TABLE 13, TABLE 14 and TABLE 15 as the case may be. കൂടാതെ ചട്ടം 76(2) പ്രകാരം 300 ച.മീ. ൽ കൂടുതൽ built up area ഉള്ള കെട്ടിടങ്ങൾക്കാണ് Rain Water Storage ആവശ്യമായി വരുന്നത് എന്ന് കാണുന്നു. KPBR 2019 ൽ വരുത്തിയിട്ടുള്ള മേൽ ഭേദഗതികളുടെ ആനുകൂല്യം അപേക്ഷകന് നൽകുന്നതിന് ശുപാർശ ചെയ്ത് പരാതി തീർപ്പാക്കുന്നതിന് തീരുമാനിച്ചു.
