Brief Description on Grievance:
Complaint Regarding Delay and Corruption in Building & compound wall Permit Processing To Whom It May Concern, I, Bhasurangan, submitted an application for a permit to construct a 950 sq. ft. house and a boundary wall on January 6, 2025, at Devikulangara Panchayat. However, despite repeated follow-ups, no action was taken on my application. On February 5, Panchayat officer Anchu Chandran contacted me via phone and asked me to arrange transportation for their site visit. Since I was unable to arrange transportation, I was asked to bear the travel expenses. When the officials visited my site, they demanded money, and I was forced to pay. However, even after taking the money, they later demanded more. When I refused to pay additional bribes, they started ignoring my calls and later informed me that I needed to redraw and resubmit my plan. Even after revising and submitting the new plan, the officials deliberately delayed the process without returning the file or providing any official objections through the Sanchaya application. Despite multiple attempts by my engineer and me to follow up, they refused to take any action. Due to this, I escalated the matter to the Joint Directorate and higher authorities. Following this, under the leadership of Joint Director Prashanth, an IVO officer inspected the site and confirmed that my property is located 52 meters away from the lake and that my permit can be approved. However, when I inquired about the permit at the Panchayat office, they asked me to submit a separate application for the boundary wall, even though the original application already included both the house and the wall. Despite submitting this application as per their instructions, 65 days have passed, and they have neither provided any objections nor issued the permit. Even in the Sanchaya application, no deficiencies or objections were reported. During the site visit, both the Secretary and Anchu Chandran confirmed that the application was for both the house and the boundary wall. However, the permit that was eventually issued only includes the house, excluding the boundary wall, proving that they are deliberately obstructing the process for personal interests. Request for Action: I request immediate action against the officials responsible for corruption, harassment, and intentional delays in processing my application. I urge the relevant authorities to: 1. Investigate the corruption and misconduct of the Panchayat officials. 2. Take disciplinary action against those responsible. 3. Ensure that my boundary wall permit is issued without further delay. This deliberate misuse of power and delay tactics by these officials is completely unacceptable. I trust the higher authorities will take appropriate action to uphold transparency and justice. Sincerely, Bhasurangan Bhasura Bhavan Govindamuttom Devikulangara Ward one
