Sub.: PERMISSION FOR BUILDING RENOVATION & COMPLETION REPORT - DISCRIPANCY INTIMATION Good morning, Reference is made on to the captioned subject, and as advised by the Minister through his secretary, we contacted Vigilance Officer Ms. Vanja Kumari Madam, as per her advise we are approaching your office through this channel for getting the concerned department’s approval A letter no. 400770/BABC06/GPO/2024/6021/(1) dated 21.11.2004; received from Vaniyamkulam Panchayat II, wherein I have been asked to provide them with a NOC from the owner of the east side resident. As our request for NOC were not considered by the East side resident Ms. Sunitha (Shibu’s Wife) due to not giving the re-construction work to him. Respected Sir/Madam, I purchased the subject plot 1.5 cents with a 200 Sq. ft commercial building from the east side resident’s husband Shibu, and he wanted to get renovation work of this building to him, which due to my past unhappy dealings with him, not given, and assigned this task to a builder, Sujith P. Raj. When I approached him for the NOC, he mentioned this, and refused to provide me with the NOC. In this situation, I do not think, I will be able to fulfill the requirements of the Panchayat. Moreover, as a common man, I was not fully aware of the KPBR rules, and the required space to get the permission from the authorities. I have not made any alteration to the existing structure, as the building was in border line when the seller (Shibu) sold this property to me. I have a commercial registration No. 5/831 for 200 Sq. ft. building, but I do not want to do any commercial activities in this building, to avoid procedural delays hence, I decided to change this plot for residential purpose. When I approached Panchayath to get residential number, I was asked to make some modification on to the existing structure, which I did based on the permission given to me by them under Ref. No. A9-BA (48266)/2024 dated 08.02.2024. Respected Sirs, I spent a lot of money on buying this plot, and carrying-out the on-going construction work, if I face issues in getting residential number, this building will stay there as a laughing toy for on lookers. I am willing to pay penalty, if any, to get residential number, as per norms if any specified by the government authorities. I have been running after this for more than two years now, and I curse the decision I took to buy this property from a person who has no moral ethics. I shall be grateful, if the panel/authorities approve my case on a passionate ground without insisting for NOC.
