Brief Description on Grievance: Detailed Description of Petition. Date:22/05/23 I started constructing my house on 30/01/2022 as per the Site Approval and Building Permit Number SC3-BA(32296)/2022 Dated 27/01/2022 in Block Number 14, Re-survey Number 365/13, Thandaper Number 14174 of Chengalam South Village, Thiruvarppu Grama Panchayat, Kottayam Taluk, Kottayam District - 686022. The extent of my land is only 2.14 Ares. The construction of my house was completed on 19/10/2022 as per the approved plan and Building Permit Number SC3-BA(32296)/2022 Dated 27/01/2022. My Engineer submitted the application for Completion Certificate and House Number on 19/10/2022. After examining my application, the Engineering Department of Thiruvarppu Grama Panchayat visited the site and submitted the report stating that KBPR 2019, Rule 23(2) was violated and therefore Completion Certificate and House Number will not be issued. As per the Report of the Engineering Department, the violation noted is, the set back distance needed to be maintained on the side yard of building from my boundary wall is to be 1.50 metres as per KBPR 2019, Rule 23(2) but while measuring it was found to be 1.35 metres, a difference of 15 cm occurred. The violation of 15 cm is reported only on one corner of the building from the side yard compound wall. This violation has occurred at the NorthEast corner of the building. I started construction of my house with the financial assistance of a home loan from State Bank of India, Kottayam branch. As my House Construction Completion Certificate was not received from Thiruvarppu Grama Panchayat, last 10% of the loan amount was blocked by the bank. It really forced me to borrow money from other sources of higher interest rates to meet the home construction expenses. This has disturbed my financial budget, family life, and peacefulness. I submitted a petition to the recently conducted TALUK ADALAT,KOTTAYAM and met Respected Minister for irrigation Mr ROSHY AUGUSTINE.He examined my file and directed the secretary of thiruvarp grama panchayath to consider the case under the LSGD adalat.The last held LSGD adalat in the year 2022 in kottayam granted 20% tolerance for cases like this. In my case the tolerance requered is only 10%. So kindly request the concerned authorities to consider this application with utmost kindness and do the needful for sanctioning me the Completion Certificate and House Number through Kerala LSGD permenant adalat-2023 Yours Sincerely (K.
